PROGRAM TO ACCOMPANY CITY'S FEE-PER-BAG 





WILKES-BARRE -- Trash collectors of the city have a new rule. They will not
serve you unless your garbage bag is blue. &nbsp;&nbsp;&nbsp; 
 Starting Monday, the city switches to the fee-per-bag system for garbage
pickup, meaning most residents must buy special blue bags for their trash at
$1.25 each. &nbsp;&nbsp;&nbsp; Meanwhile, on Thursday, Mayor Lee Namey announced the city's plans to
expand its recycling program, offering residents a chance now to drop off
plastic and glass bottles and cardboard boxes. &nbsp;&nbsp;&nbsp; 
 "Whatever their motivation -- whether it be to save a few dollars or save
the environment -- we hope residents will take advantage of the expanded
recycling program," said Namey during a press conference at City Hall. &nbsp;&nbsp;&nbsp; 
 Previously, the city charged residents $50 per year to collect trash.
Curbside recycling was free and included newspaper and aluminum and metal
cans. &nbsp;&nbsp;&nbsp; 
 Along with the new per-bag fee, the city will also impose a $10 recycling
fee for the expanded program. &nbsp;&nbsp;&nbsp; 
 City officials say residents probably will not place as many bags at their
curbs as before because of the expanded opportunity to recycle. Therefore, a
household's garbage-related fees may only rise $20 to $25 per year. &nbsp;&nbsp;&nbsp; 
 Some residents -- particularly those of single-person households -- may
actually experience a decrease in garbage fees, officials said. &nbsp;&nbsp;&nbsp; 
 Namey said Thursday the city made the switch to a fee-per-bag system
because it felt residents of other communities with similar programs were
dumping trash in Wilkes-Barre, thus increasing its costs. &nbsp;&nbsp;&nbsp; 
 Also, the system represents a more equitable form of taxation and
encourages responsible, environmentally conscious behavior, he said. &nbsp;&nbsp;&nbsp; 
 "For every item residents can recycle, rather than put into their waste
stream, citizens save, the city saves, and a little bit of the environment is
saved," Namey said. &nbsp;&nbsp;&nbsp; 
 The expanded recycling program begins Saturday. &nbsp;&nbsp;&nbsp; 
 Residents may drop off plastic beverage containers, clear-glass food and
beverage containers, and corrugated cardboard at Solomon Industries at Stanton
and Empire Streets between 7 a.m. and noon on Saturdays. &nbsp;&nbsp;&nbsp; 
 The plastic and glass containers should be rinsed out, with tops removed.
The cardboard should be broken down. &nbsp;&nbsp;&nbsp; 
 The $1.25 bags, sold in packages of five at $6.25, are available at the
following city locations: Academy Street Market, Acme Markets on South Main
Street and Route 309, Harry's Market, Insalaco's Supermarket, Kalinowski
Market, Knelly Market, Leggieri Market, Orloski's Quik Marts on South
Pennsylvania Avenue and Route 309, Pantry Quick on Carey Avenue and in Lee
Park, Panza's Pharmacy, Peter's Stores on North Main and Blackman Streets, all
Rite Aid stores, Sunshine Market, Sure Save, all Turkey Hill stores, Urban
Market, Wartello Market, Wawa and Wilkes-Barre Poultry.
