SAYS BOARD 





PLYMOUTH -- Members of Citizens for Effective Landfill Legislation were
reassured Tuesday night that the West Side Landfill will be closed safely and
soon. &nbsp;&nbsp;&nbsp; 
 CELL members who fought to have the landfill in Plymouth Township closed
said they will not stop their work until the final payloader has left the
site. &nbsp;&nbsp;&nbsp; "We're nine years strong and we're not going away until we're sure
everything was done right," said Marlyn Zlotek, CELL president. &nbsp;&nbsp;&nbsp; 
 Landfill authority members Al Long, Tom McTague and John Gimbel met with
the watchdog group to report on the latest closure plans from the state
Department of Environmental Resources. Long is the Larksville representative,
McTague represents Plymouth and Gimbel is from Plymouth Township. &nbsp;&nbsp;&nbsp; 
 "We're almost there. It's practically in the bag," Long said. &nbsp;&nbsp;&nbsp; 
 Long said several municipality solicitors have proposed plans to work
independently of the authority to close the landfill, but authority members
will work only with DER officials. &nbsp;&nbsp;&nbsp; 
 Long said work will begin as soon as weather permits to lower the garbage
pile nicknamed "Mount Trashmore" to a legal height by moving the trash to two
other lined areas in the landfill. Plans then are for workers to cap the area
with a spray sealant called "permasine" and then contour the land, add topsoil
and re-seed the area. &nbsp;&nbsp;&nbsp; 
 Members of the landfill authority said they will monitor the work on a
daily basis to check the garbage and promised to stop the work if they see any
trash that can be considered dangerous. &nbsp;&nbsp;&nbsp; 
 "If we find something toxic, we'll deal with it," Long said. "If we see
anything we think might be dangerous, we'll stop the work then and there and
have it tested before any more work goes on," Long said. &nbsp;&nbsp;&nbsp; 
 Recent DER tests have shown there is no danger from leachate in the area
and officials said there are no plans to pipe leachate through any residential
areas. Leachate is the liquid runoff from the garbage. &nbsp;&nbsp;&nbsp; 
 The three authority members also promised to check with state officials
about any sealants and chemicals that might be used during the closure to
ensure area residents will not have future problems with pollution in area
soil or water. &nbsp;&nbsp;&nbsp; 
 The authority is under an order from Pennsylvania Commonwealth Court to
have the initial closure work finished by Nov. 1, but McTague said he feels
Judge Joseph Doyle will grant a deadline extension if he sees progress being
made. &nbsp;&nbsp;&nbsp; 
 "The issue isn't who dumped the garbage or when," Long said. "We have a job
to get rid of the problem, and we're finally working together with DER to
solve it."
