 We called Jeff Box, Kingston Township manager, from an office phone on &nbsp;&nbsp;&nbsp; Tuesday, and the paraphrased comments attributed to him below are realBut
if we had called him from a car phone, and if we had been driving around
Wilkes-Barre or Pittston or Nanticoke or almost any other valley community at
the time, the conversation might have gone something like this. &nbsp;&nbsp;&nbsp; 
 Hello, Jeff Box speaking. &nbsp;&nbsp;&nbsp; 
 "Jeff, this is AAAAAAAAAHHH- (whump) -- ohh, my tires -- this is The Times
Leader calling. We couldn't help but notice your LOOK OUT THERE'S ANOTHER ONE
(sounds of swerving and screeching) ... whew... your comments in today's paper
about potholes. The reporter paraphrased your remarks as `Potholes? What
potholes?"' &nbsp;&nbsp;&nbsp; 
 That's right. &nbsp;&nbsp;&nbsp; 
 "Then it's true that Kingston Township does not have much of a pothole
problem this year?" &nbsp;&nbsp;&nbsp; 
 Yes. &nbsp;&nbsp;&nbsp; 
 "How do you explain that AIEEEE (whump-bump) situation?" &nbsp;&nbsp;&nbsp; 
 We try very hard to keep our infrastructure in good condition. We annually
resurface about 10 to 15 streets out of approximately 155 streets in our
system. That means all our streets are resurfaced about once every 10 years;
consequently, our pothole problem is not as severe. &nbsp;&nbsp;&nbsp; 
 "So you're saying that good maintenance can prevent potholes?" &nbsp;&nbsp;&nbsp; 
 Yes. Of course, a lot of towns put off the paving to avoid the capital
expense. But I firmly believe that failing to resurface is penny wise and
pound foolish, because of the problems you run into in a winter such as this
one. &nbsp;&nbsp;&nbsp; 
 "We're learning all abOUT UNNHH (thump ka-bump) running into problems
today, believe me. What else helps?" &nbsp;&nbsp;&nbsp; 
 Well, storm drainage is also essential. Kingston Township spent $1.5
million 15 years ago to install catch basins and storm drains along the length
of our streets. That's very important, because good drainage gets rid of the
standing water on the road surface that ultimately triggers a pothole problem. &nbsp;&nbsp;&nbsp; 
 "Again, it's thinking ahead that helps. And a strong tax base probably
doesn't hurt." &nbsp;&nbsp;&nbsp; 
 That's true. There's no doubt that Kingston Township is a growing community
and is reasonably financially secure. But 15 years ago, when the storm drain
and resurfacing decisions were made, that wasn't so true. &nbsp;&nbsp;&nbsp; 
 "So it's foresight, not wealth, that helps the most. Jeff, any more
WATCHITWATCHITWATCHIT... any more advice for other communities?" &nbsp;&nbsp;&nbsp; 
 It helps if you have a road supervisor like our own Robert Chamberlain,
who's had that job for 22 years. He's the real architect of our road system. &nbsp;&nbsp;&nbsp; 
 "Jeff, just one more question." &nbsp;&nbsp;&nbsp; 
 Yes? &nbsp;&nbsp;&nbsp; 
 (WHUMP, Ka-POW, screech screech screech -- that's the sound of a tire when
it's riding on the rim) &nbsp;&nbsp;&nbsp;
