WILKES-BARRE -- Beginning March 28, riders in Avoca once again will be able
to ride the Luzerne County Transportation Authority bus. &nbsp;&nbsp;&nbsp; 
 The LCTA's operations committee has announced it will add two daily runs to
Avoca -- one in the morning and one in the afternoon -- after having scrapped
the service last summer as a cost-saving measure. &nbsp;&nbsp;&nbsp; In a work session last Friday, the committee also approved cuts in a number
of bus routes, elimination of Saturday service, and 15 layoffs. Saturday runs
will cease on April 2, affecting about 3,000 riders. &nbsp;&nbsp;&nbsp; 
 West Pittston was the biggest loser in the latest cost-cutting efforts,
losing one-third of its runs. Others losing service are Larksville, Sugar
Notch, Dallas. &nbsp;&nbsp;&nbsp; 
 "There will be some trips missed and, as a result, there will be some
inconvenience," said LCTA director Harold Edwards. "But I think most people
will be able to work around it." &nbsp;&nbsp;&nbsp; 
 Edwards said the cuts would save between $100,000 and $125,000 for the
remainder of the fiscal year, which ends in June. &nbsp;&nbsp;&nbsp; 
 LCTA chairman Conrad Sarnecki described the cuts as relatively painless to
riders. "The fair part about it is most of the riders won't have to wait for
more than one hour in between runs. And most of the runs are less than that,"
he said. &nbsp;&nbsp;&nbsp; 
 The new schedules were necessitated after the LCTA board voted 6-0 last
month to slash services to reduce an anticipated debt. The LCTA and the union
representing its mechanics and drivers, Amalgamated Transit Union Local 164,
have been mired in a contract stalemate since the last contract expired on
Sept. 30. Management is asking the union to accept a $2-an-hour pay cut and
reduced benefits. The union says it would take a pay freeze. &nbsp;&nbsp;&nbsp; 
 After a failed round in mediation, the union announced it would file for
binding arbitration. An arbitration hearing is expected this month. &nbsp;&nbsp;&nbsp; 
 In another move, the operations committee said it would ask a some bus
drivers to join the committee to explore ways to bolster bus service.
