 If cleaning up nuisance homes is one achievement of the Wilkes-Barre City &nbsp;&nbsp;&nbsp; Council's recent show of energy, the anti-loitering law surely is
anotherBoth supporters and opponents of that law should know that a certain
West Coast city recently passed a stiff anti-loitering law of its own. &nbsp;&nbsp;&nbsp; 
 The city is Berkeley, Calif. &nbsp;&nbsp;&nbsp; 
 An era has ended, folks. And there are a lot more signs of that passing
than the recent death of Jerry Rubin. &nbsp;&nbsp;&nbsp; 
 Berkeley -- home of the People's Park, the anti-Vietnam War protests at the
University of California-Berkeley, and other landmarks of the 1960s -- passed
both an anti-loitering law and an anti-panhandling law by popular vote on Nov.
8. &nbsp;&nbsp;&nbsp; 
 A column by Heather MacDonald, contributing editor of the magazine City
Journal by the conservative Manhattan Institute, set the scene this way. "When
Al Silbowitz came to Berkeley, Calif., from New York City in the 1960s, he and
his fellow radicals rousted the liberal Democrats from the City Council,"
MacDonald wrote. &nbsp;&nbsp;&nbsp; 
 "Now he finds himself rousting vagrants from the properties he manages and
cleaning up their excrement. `God knows what diseases they've got,' he fumes." &nbsp;&nbsp;&nbsp; 
 We suspect MacDonald wrote this not to belittle the homeless, but to show
how dramatically attitudes have changed, even in a city as liberal as
Berkeley. Silbowitz voted with the majority in favor of the new ordinances,
MacDonald reported. &nbsp;&nbsp;&nbsp; 
 The new Berkeley laws aren't sweeping renunciations of civil rights. The
anti-loitering laws specifically target drug dealers; the anti-panhandling
laws prohibit only begging in front of automatic bank machines, begging at
night and sitting and lying down in commercial districts, according to the
column. &nbsp;&nbsp;&nbsp; 
 But they still aroused signs urging voters to "Say `No!' to the Poor Laws"
and "Defy Unjust Laws." &nbsp;&nbsp;&nbsp;
