Time Is Running Out For County To Deal With Flood-control Plan It Has Been More Than 22 Years Since The Agnes Flood Devastated The Wyoming Valley (and Much Of The Eastern Seaboard From Florida To New York), And It Will Be At Least Another Year-and-a-half Before Work Is Scheduled To Start On Improving The Valley's Flood Control System. And It Will Be Another Five Years Before The Project Is Completed And The Valley Protected From A Flood Of Similar Magnitude.
