Postal Service did right by defusing bomb stamp &nbsp;&nbsp;&nbsp; 
 You don't have to be a revisionist -- one who believes, say, that America's
use of the atomic bomb against Japan amounted to ``racial genocide'' -- to
applaud the decision not to put a mushroom cloud on a postage stampYou just
have to be a good winner. And the Postal Service, by nixing the stamp on
Thursday, showed a bit the same magnanimity that our nation showed after
winning World War II . &nbsp;&nbsp;&nbsp; The mail service had been planning the stamp as part of its World War II
commemorative series. But the design -- a mushroom cloud over the words,
"Atomic bombs hasten war's end, August 1945 -- drew a barrage of criticism,
like the ack-ack that peppered the skies when B-29 bombers flew toward Japan. &nbsp;&nbsp;&nbsp; 
 The Japanese government strongly protested. The State Department here in
the U.S. followed, and the White House also voiced its disapproval. &nbsp;&nbsp;&nbsp; 
 On Thursday, the Postmaster General announced the design would be dropped.
The new design would show President Truman preparing to announce the end of
the war, Postmaster General Marvin Runyon said. &nbsp;&nbsp;&nbsp; 
 "We are changing the design of the stamp because of the importance of
U.S.-Japan relations at this critical time in U.S. foreign policy, and because
President Clinton conveyed his views that it was appropriate to do so," Runyon
said. &nbsp;&nbsp;&nbsp; 
 Japan's continuing misportrayal of its sins during and before the war
frustrates many Americans. The Japanese seem to downplay such things as the
sneak attack on Pearl Harbor and the infamous "Rape of Nanking," while
painting themselves as helpless victims before the bombs' atomic one-two
punch. &nbsp;&nbsp;&nbsp; 
 So some Americans might have taken a certain tight-lipped satisfaction in
commemorating, through a stamp, the destruction of Hiroshima and Nagasaki. Mad
about the bombs? Tell it to the survivors of the Bataan Death March, citizens
were tempted to say to our former enemies. &nbsp;&nbsp;&nbsp; 
 But the country didn't take that vindictive road. Instead, through their
elected government, Americans yielded to the feelings of the Japanese -- and,
in part, to their own mixed feelings about the bomb's horror. &nbsp;&nbsp;&nbsp; 
 They did so in the best tradition of Gen.
