Positions in police controversy far apart &nbsp;&nbsp;&nbsp; 
 Officials of the Pennsylvania and Hazleton chapters of the Fraternal Order
of &nbsp;&nbsp;&nbsp; Police last week alleged that the officers of the Hazleton Police
Department suffer from low morale. The union also alleges the city plans to
fill a newly created captain's position with someone who is not currently a
Hazleton Police &nbsp;&nbsp;&nbsp; 
 Department memberHere are the pertinent positions of Mayor John Quigley and
police union officials, including Hazleton police union President Mark Koch
and state police union attorney Diane Shepard. &nbsp;&nbsp;&nbsp; 
 Issue: Who will the city hire to fill the new captain's position? &nbsp;&nbsp;&nbsp; 
 Koch: Instead of hiring within, they want to bring a scab in, someone who
has never worked one minute in the community. &nbsp;&nbsp;&nbsp; 
 Quigley: My first preference would be to promote from within. There's never
been a plan to go outside the department. &nbsp;&nbsp;&nbsp; 
 Issue: Are the FOP's complaints politically motivated? &nbsp;&nbsp;&nbsp; 
 Shepard: I would say our motivation is not political in any form, shape or
manner. &nbsp;&nbsp;&nbsp; 
 Quigley: This is the opening salvo of Campaign '95. &nbsp;&nbsp;&nbsp; 
 Issue: Can this dispute be solved? &nbsp;&nbsp;&nbsp; 
 Shepard: I'm hoping the mayor and chief and whomever else knows now we need
to look at the problems and hopefully in a more amicable manner. &nbsp;&nbsp;&nbsp; 
 Quigley: I'm sure that if at least one member of council has his way,
nothing will be resolved before the election (in 1995). It's an attempt to
keep the pot stirred more than anything. &nbsp;&nbsp;&nbsp;
