 This year promises to be brighter than 1995. Sunshine is filtering into
some of the darker corners of the area's courtrooms and meeting roomsJust a
few days ago, we learned that the state Court of Judicial Discipline will hold
open an hearing in the case of Hanover Township's Robert Chesna on charges of
misconduct. &nbsp;&nbsp;&nbsp; And lo and behold, that most secret of associations, U.S. Rep. Paul
Kanjorski's Earth Conservancy, will open its Land Use Committee meetings to
the public -- thanks to the good sense and foresight of its chairman, Ed
Schechter. &nbsp;&nbsp;&nbsp; 
 Schechter's desire to open his committee's work to public scrutiny is based
on sensible and appropriate reasoning: Controversial issues kept under cover
are potential time bombs; and a steady stream of accurate information beats a
constant trickle of dirty little leaks. &nbsp;&nbsp;&nbsp; 
 Thanks, Ed Schechter. We hope you can prevail on the Conservancy's
directors to part the curtains of secrecy in the boardroom, too. &nbsp;&nbsp;&nbsp;
