 O.J.'s getting the biggest headlines. But can anyone doubt that the most
important news of 1995 is coming out of Washington, not Los Angeles? &nbsp;&nbsp;&nbsp; Not after Thursday, they can't. That's when the U.S. House of
Representatives passed Item 2 on the GOP's Contract with America: a
balanced-budget amendmentWhat an achievement. And what an historic milestone
the Contract is shaping up to be. &nbsp;&nbsp;&nbsp; 
 Long after the O.J. verdict has faded into history, the impact of
Thursday's vote will be with us -- and with every generation of Americans to
come. The balanced budget amendment promises to be one of the biggest changes
in American government in years. &nbsp;&nbsp;&nbsp; 
 Think of what life will be like without the annual carping about deficit
spending in Washington! What will we newspaper people do for headlines?
"Federal budget's balanced; surplus expected next year" doesn't exactly grab
you by the collar and shake you, after all. This industry promises to get a
lot more boring. &nbsp;&nbsp;&nbsp; 
 But that's one trade-off most patriotic news-hounds will be glad to make. &nbsp;&nbsp;&nbsp; 
 Of course the Senate still must pass the amendment, as must the required
number of states. But the prospects for both seem good. Issues in politics
take on a certain momentum, and the balanced-budget amendment is nothing if
not on a roll. &nbsp;&nbsp;&nbsp; 
 Two recent polls -- CBS News and USA Today/CNN -- found that more than 80
percent of Americans support a balanced budget amendment to the Constitution.
At last our representatives in Washington are taking notice, and are
demonstrating the leadership we citizens expect and deserve. &nbsp;&nbsp;&nbsp;
