WRIGHT TWP. -- The new majority on the Crestwood School Board made it clear
last week: It wants a new superintendent. &nbsp;&nbsp;&nbsp; 
 But Gordon Snow, who has held the district's top position since 1989, isn't
ready to start packing. &nbsp;&nbsp;&nbsp; "There's a question about legalities," Snow said Thursday. "The old board
renewed my contract in October." &nbsp;&nbsp;&nbsp; 
 Snow said he believes his support of the $8 million expansion project
contributed to the new majority's dissatisfaction with his performance. &nbsp;&nbsp;&nbsp; 
 The new board's first action was to kill the proposed addition and order a
feasibility study on how the district should accommodate its growing student
enrollment. &nbsp;&nbsp;&nbsp; 
 "I supported the old board and the expansion. We definitely need more
classroom space," Snow said. "When I came here in 1989, enrollment was 2,300.
Now it's 2,800 and growing." &nbsp;&nbsp;&nbsp; 
 Snow said Thursday it was too early to predict if he would be able to work
harmoniously with the new majority. &nbsp;&nbsp;&nbsp; 
 When asked if he has a lawyer, Snow would not specify what further action
he might take. &nbsp;&nbsp;&nbsp; 
 "I think I could've been given a better chance," he said. &nbsp;&nbsp;&nbsp; 
 The previous board voted 8-1 in October to renew his contract pending an
agreement on salary. His current contract ends June 30 and the renewed
contract is for three years, ending June 30, 1999. &nbsp;&nbsp;&nbsp; 
 On Dec. 28, the new board voted 5-4 not to renew Snow's contract,
explaining that a salary agreement could not be reached. &nbsp;&nbsp;&nbsp; 
 Board President Louise Fino on Thursday said "differences in philosophy and
direction" between Snow and the board led to the salary impasse. &nbsp;&nbsp;&nbsp; 
 Fino said the board was asking Snow to take a pay cut. She would not say
how much the board was offering to pay Snow, who earns about $70,000 annually. &nbsp;&nbsp;&nbsp; 
 The average salary for a district superintendent in Pennsylvania is
$79,905, according to the Pennsylvania School Boards Association. &nbsp;&nbsp;&nbsp; 
 Crestwood's four principals are paid $64,000 to $69,000, Board Member
Stephanie Grubert said Thursday. &nbsp;&nbsp;&nbsp; 
 Grubert, who voted against the motion not to renew Snow's contract, said
there never was a salary dispute between Snow and the school board. &nbsp;&nbsp;&nbsp; 
 "Administrative salary raises traditionally are in accordance with the
teachers' contract," Grubert said. "If teachers get a 3 percent raise, for
instance, that's what the administrators get. The teachers' contract isn't
settled, so there never was a decision on salary." &nbsp;&nbsp;&nbsp; 
 When his contract expires June 30, Snow's tenure will be seven years, the
longest of any of the four other Crestwood superintendents who have served in
the top position since the district was founded in July 1969. &nbsp;&nbsp;&nbsp;
