HAZLE TWP. -- Two large ballfields will remain off limits to youth leagues
this summer, even though they were built with tax money and the school
district did not oppose increased use. &nbsp;&nbsp;&nbsp; 
 "Why did they spend so much money to develop the fields if you can't use
them, said John Kulig, vice-president of the All-American Girls Softball
Association. &nbsp;&nbsp;&nbsp; The Hazle Township Zoning Hearing Board last week decided to bar
non-students from a baseball field and a softball field at the Hazleton Area
High School. &nbsp;&nbsp;&nbsp; 
 District officials have said they would have no problem with non-students
using the fields, which were built as part of a $1.2 million project that also
installed drainage and tennis courts west of the high school about four years
ago. &nbsp;&nbsp;&nbsp; 
 The zoners ruled that only students can use the fields and only during
school months. The ruling came despite requests for increased use from Kulig's
league and others in the Hazleton area. &nbsp;&nbsp;&nbsp; 
 In a unanimous decision, the Zoning Hearing Board on Monday sided with
property owners near the fields who had complained about noise, traffic and
errant balls from summertime use. &nbsp;&nbsp;&nbsp; 
 The neighbors also said increased use would violate an agreement that was
made when the school district was building the fields. &nbsp;&nbsp;&nbsp; 
 "We were down here first," said neighbor Ray Marchetti. "Why should we put
up with a double-header every Saturday until October ... A double-header takes
between five and six hours." &nbsp;&nbsp;&nbsp; 
 Kulig and other coaches had hoped to use the well-maintained fields to get
away from using makeshift fields. Many children currently crowd sloping areas
near Heights-Terrace Elementary School or resort to other grassy areas in the
Hazleton area for baseball or softball practices. &nbsp;&nbsp;&nbsp; 
 Some of the makeshift fields are rutted or overgrown; one softball team has
been practicing in the backyard of a player's parents' home. &nbsp;&nbsp;&nbsp; 
 League officials argued for the fields to be opened, in part, because
female sports have become more popular. More that 300 girls are registered
with the All-American league, Kulig said. &nbsp;&nbsp;&nbsp; 
 Hazleton Area High School Baseball Coach Tony Vigna, whose team has been
given the OK to use the high school baseball field, does not oppose others
using it. &nbsp;&nbsp;&nbsp; 
 "I would like to see the fields used. The district paid X amount of dollars
for them. To just see them sit idle is wasted taxpayer money. I know it's an
inconvenience to the neighbors, but, again, I'd like to see the fields be
used." &nbsp;&nbsp;&nbsp; 
 Zoning board members couldn't be reached for comment. &nbsp;&nbsp;&nbsp;
