EDWARDSVILLE -- Spraying "Psycho" in green and black will cost two male
teens as much as $1,000 apiece, police said Sunday. &nbsp;&nbsp;&nbsp; 
 The youths -- a 15-year-old from Plymouth and 16-year-old from Edwardsville
-- are the first to be nabbed since the borough adopted an anti-graffiti
ordinance in April. The penalty is a $300 to $1,000 fine and a possible 25-100
hours of community service. &nbsp;&nbsp;&nbsp; "We're not going to tolerate it at all," Police Chief John Soprano said
after the teens' arrests Sunday. &nbsp;&nbsp;&nbsp; 
 The juveniles, whose names were not released because of their age, were
caught in the act by patrolman Harold Bond, police said. &nbsp;&nbsp;&nbsp; 
 According to Soprano, Bond was cruising in his squad car on South Page
Avenue at 6:40 p.m. Sunday when he saw two youths spraying words on the
Woodward Pumping Station. &nbsp;&nbsp;&nbsp; 
 When Bond got out of the cruiser, the youths dropped the spray cans and
tried to flee, but Bond caught up, Soprano said. &nbsp;&nbsp;&nbsp; 
 "He witnessed the whole thing. When he caught up to them, they had paint on
their hands," Soprano said. &nbsp;&nbsp;&nbsp; 
 In addition to the graffiti charge, the youths were cited with criminal
trespass. The charges will be brought before magistrate John Hopkins. &nbsp;&nbsp;&nbsp; 
 "We hope this sends a message to other graffiti users. We're going to
continue enforcing this. It's a terrible problem, just terrible." &nbsp;&nbsp;&nbsp;
