EDWARDSVILLE Improvements, vaccine on tap for borough &nbsp;&nbsp;&nbsp; 
 The borough will receive more than $97,000 in grant money from Luzerne
County for capital improvements and purchase of hepatitis B vaccinations for
their police and emergency departments, the Borough Council announced during a &nbsp;&nbsp;&nbsp; Thursday night meetingThe capital improvements include paving of
Northampton and Swallow streets and Atlantic Avenue. The council also voted
unanimously to name Pasonick Engineers to head those construction projects. &nbsp;&nbsp;&nbsp; 
 The council said the borough will undertake several road projects during
the summer months and also proposed turning Rice Avenue into a one-way street. &nbsp;&nbsp;&nbsp; 
 Several residents in attendance complained that the Rice Avenue proposal
would only create new traffic problems. &nbsp;&nbsp;&nbsp; 
 Rice Avenue is located on a hill, and the proposed one way would result in
poor visibility for drivers and create poorer driving conditions during the
winter months, the residents said. &nbsp;&nbsp;&nbsp; 
 Council President James Hankey, said the safety and convenience of the area
residents comes first and no decision will be made without further study. &nbsp;&nbsp;&nbsp; 
 The municipal building also will receive a face lift. &nbsp;&nbsp;&nbsp; 
 Infrared testing of the building's roof begins Monday and will take a month
to complete. &nbsp;&nbsp;&nbsp; 
 The high-tech system will show dilapidated insulation and save the borough
an estimated $20,000 in costs by preventing unnecessary repairs. &nbsp;&nbsp;&nbsp; 
 Council approved the vaccine purchase after solicitor Paul Keating said
members of the borough's police and emergency teams are presently being
exposed to the dangerous virus. &nbsp;&nbsp;&nbsp; 
 "Twice last year they responded to calls on two separate occasions in which
people tested positive for the virus," Keating said. &nbsp;&nbsp;&nbsp;
