Speaking up for silence in the Grand Canyon &nbsp;&nbsp;&nbsp; 
 There are places where quiet reigns, where silence is in fact one of the
attractions that draws visitors from around the worldThe Grand Canyon is such
a place. That's why the Clinton administration is right to propose tougher
regulations that would ban air tours over much of the park. &nbsp;&nbsp;&nbsp; The Interior and Transportation departments announced proposed rules Friday
that would ban flights over 87 percent of the canyon, the Associated Press
reported. The current rules ban flying over 45 percent of the canyon. &nbsp;&nbsp;&nbsp; 
 The new rules also would limit the hours commercial sightseers could fly
over the remaining 13 percent of the park. &nbsp;&nbsp;&nbsp; 
 Good. The Grand Canyon's matchless silence adds much to visitors' sense of
wonder and awe. To see all that space, all those colors, and all those rock
formations resting so regally amidst all that silence, is to know nature's
grandeur as never before. Not even in an empty Buckingham Palace would quiet
take on such an aura of kingship and majesty. &nbsp;&nbsp;&nbsp; 
 And having such reveries interrupted by the tinny buzz of tour planes can
spoil the experience entirely. &nbsp;&nbsp;&nbsp; 
 Airplanes simply are too intrusive to be given unlimited access to such a
national wonder. They're worse than cars, whose motors distract only those
people standing not far from the road. They're worse than powerboats, whose
rattle seldom extends beyond a wilderness shore. &nbsp;&nbsp;&nbsp; 
 No, an airplane's motor echoes through a canyon like an alarm clock in an
art gallery. It sets teeth on edge, and leaves campers and hikers fuming about
the commercialization of it all. &nbsp;&nbsp;&nbsp; 
 Visitors to a National Park are urged to "leave no trace." They're expected
to clean up their campsites, pack out their trash, and leave wildflowers
untouched for others to enjoy. &nbsp;&nbsp;&nbsp; 
 In other words, one camper's experience must not interfere with another
camper's enjoyment. And when the noisy passage of some tourists leaves many
others shaking their fists in anger and dismay, clearly the time for a change
has come. &nbsp;&nbsp;&nbsp;
