WILKES-BARRE -- Mayor Tom McGroarty said the city plans to bill a local
engineering company for what he called a design flaw in the storm sewer system
that caused minor flooding on Gordon Avenue on Tuesday. &nbsp;&nbsp;&nbsp; 
 Borton-Lawson Engineering of Hanover Township was hired by the city in 1995
to redesign underground water systems on Gordon Avenue, after the riverfront
street suffered subsidence problems. &nbsp;&nbsp;&nbsp; McGroarty said the company's plans included catch basins, pipes and storm
sewers, but failed to include plans to connect catch basins to storm sewers. &nbsp;&nbsp;&nbsp; 
 When the catch basins fill with rain water, they do not drain. They simply
overflow onto the street, according to a press release issued by the city
Tuesday. &nbsp;&nbsp;&nbsp; 
 Tuesday's heavy rains caused minor flooding problems on the street. &nbsp;&nbsp;&nbsp; 
 "We will do whatever it takes to prevent this problem from reoccurring in
the future, but we won't do it on the backs of the taxpayers who already paid
for it once," McGroarty said in the release. &nbsp;&nbsp;&nbsp; 
 Representatives of Borton-Lawson could not be reached at their office early
Tuesday evening. &nbsp;&nbsp;&nbsp;
