EDWARDSVILLE -- So how does a 24-year-old with no experience in municipal
administration get to run a borough with a $1.2 million budget? &nbsp;&nbsp;&nbsp; 
 "We knew we had to get someone out of college because we can't afford to
pay a lot of money," said Borough Council President James Hankey, a Democrat. &nbsp;&nbsp;&nbsp; Nonsense, counter Republican council members, who attribute the hiring to
politics. &nbsp;&nbsp;&nbsp; 
 Democrat David Hines, who spent three years on Kingston Council but is
still working on a master's degree in public administration, was tabbed last
month to replace outgoing administrator Paul Keating, who became Nanticoke's
city administrator. &nbsp;&nbsp;&nbsp; 
 Hines was hired at a salary of $24,000 per year with no benefits. That is
far less than administrators in some larger communities. &nbsp;&nbsp;&nbsp; 
 In neighboring Kingston, for example, administrator Jim Keiper makes
$43,000 per year plus benefits. &nbsp;&nbsp;&nbsp; 
 But compared to comparable officials at similarly sized towns, Hines is
doing well. &nbsp;&nbsp;&nbsp; 
 In Swoyersville, for instance, Borough Coordinator Gene Breznay makes
$20,500. In Plymouth, Borough Manager Clif Madrack makes $10,000. &nbsp;&nbsp;&nbsp; 
 Hankey said Hines was simply the most experienced person available for the
money the borough could pay. Seven candidates applied. &nbsp;&nbsp;&nbsp; 
 There is some precedent for hiring someone so young. Keating, now 26, was
barely out of college when he was selected four years ago. &nbsp;&nbsp;&nbsp; 
 But there's more to Hines' hiring than what the Democratic majority will
admit to, charge Republicans, who are in the minority on council. &nbsp;&nbsp;&nbsp; 
 "Different people have told me he was a shoo-in because he knew somebody,
and that usually pertains to Mr. (Rowland) Roberts," said council member John
Hullihen, referring to the former police chief and council member who is
assistant warden at the Luzerne County Correctional Facility. &nbsp;&nbsp;&nbsp; 
 "I think Rollie was very instrumental in this," said GOP council member
Edward Furtak. &nbsp;&nbsp;&nbsp; 
 Although Roberts is officially out of borough politics, both men said they
believe he still wields considerable clout. &nbsp;&nbsp;&nbsp; 
 Council President Hankey rejects that notion, saying Roberts had nothing to
do with Hines' hiring. &nbsp;&nbsp;&nbsp; 
 Roberts was furious at even the suggestion he interfered with council
business, twice using expletives to describe Republican council members. &nbsp;&nbsp;&nbsp; 
 "I don't make decisions down there. What do I have to offer (Democratic
members of council) that I could control or influence them?" he said. &nbsp;&nbsp;&nbsp; 
 Besides, he added, he doesn't know Hines well enough to have an opinion one
way or another. &nbsp;&nbsp;&nbsp; 
 "I don't know David Hines from Adam." &nbsp;&nbsp;&nbsp;
