`Essential' workers told to stay on job &nbsp;&nbsp;&nbsp; 
 Besides five council members and the mayor, the city has 110 part-time and
full-time employees, according to the most recent tally from City CouncilA
memo circulated Friday morning by Mayor Michael Marsicano said all would be
furloughed by 4 p.m. Friday, but he decided Friday night to furlough only
"nonessential" employees. &nbsp;&nbsp;&nbsp; The end result: four department heads, police and fire employees will keep
working. So will 17 employees in the city's Department of Public Works. &nbsp;&nbsp;&nbsp; 
 The city employs 18 firedrivers, two fire deputy chiefs, 25 police officers
and three police dispatchers. &nbsp;&nbsp;&nbsp; 
 Furloughed employees include the staff of the Office of Community
Development, engineering office, code enforcement and health offices and
administrator's office. &nbsp;&nbsp;&nbsp;
