WILKES-BARRE -- Two juveniles who spilled mercury in the Dallas Senior High
School were ordered Tuesday to attend detention programs and their parents
directed to pay restitution, but the amount remains undecided. &nbsp;&nbsp;&nbsp; 
 Scott Miller, 14, will spend 20 days in the Luzerne County Juvenile
Detention Center to undergo an evaluation. Joseph Goryl, 14, will spend eight
weekends at an outdoor juvenile rehabilitation program in the Poconos. Judge
Gifford Cappellini issued the orders during the hearing in Luzerne County
Orphans' Court. &nbsp;&nbsp;&nbsp; Cappellini also ordered an evidentiary hearing to determine how much of the
more than $164,000 cleanup cost the boys' parents must pay. &nbsp;&nbsp;&nbsp; 
 It will not be covered by the district's insurance carrier, which denied
the claim because the spill was a deliberate act resulting from a theft, he
said. &nbsp;&nbsp;&nbsp; 
 Cappellini agreed that the parents should pay part of the cost, but said he
wants a hearing to review their financial situation so he can set a realistic
restitution figure. &nbsp;&nbsp;&nbsp; 
 At a hearing before Cappellini last week, Miller and Goryl each pleaded
guilty to criminal mischief. Both boys admitted stealing mercury from their
science class, forcing the school's closure. &nbsp;&nbsp;&nbsp; 
 Miller's brothers, Brad, 15 and Michael, 18, and another youth also face
court action related to a Jan. 10 arson fire at the high school. &nbsp;&nbsp;&nbsp; 
 Scott Miller was sent to the county's juvenile detention center immediately
after Tuesday's hearing. He will be back in court on Feb. 14, when Cappellini
will decide if he should remain in detention or attend some other type of
rehabilitation program. &nbsp;&nbsp;&nbsp; 
 Goryl was released to his parents. He will attend "Adventure Challenge" --
an outdoor rehabilitation program. &nbsp;&nbsp;&nbsp; 
 "I don't think either one of these individuals understood the ramifications
of the chemical they were using," said Virginia Cowley, a public defender who
represented Miller. &nbsp;&nbsp;&nbsp; 
 Cowley asked that Miller be allowed to remain home and have the
court-ordered evaluation done on an outpatient basis. But a juvenile official
recommended Miller be detained, in part, because he has shown no remorse for
his actions. &nbsp;&nbsp;&nbsp; 
 High school Principal Frank Galicki testified Miller has continued to have
behavioral problems since his return to school. The latest incident happened
Jan. 17 when he allegedly damaged a computer in school. &nbsp;&nbsp;&nbsp; 
 Miller also has skipped class, failed to attend detention and shown
disrespect to administrators and teachers, Galicki said. &nbsp;&nbsp;&nbsp; 
 In contrast, Goryl has been very apologetic and cooperative since he was
charged, said school and juvenile probation officials. &nbsp;&nbsp;&nbsp; 
 Goryl is an "A" and "B" student at school and participates in the Boy
Scouts, said his attorney, Michael Butera. &nbsp;&nbsp;&nbsp; 
 Butera argued against sending the teen to the youth rehabilitation program,
noting Goryl has no prior disciplinary problems. &nbsp;&nbsp;&nbsp; 
 Goryl also was placed on probation indefinitely and ordered to perform 100
hours of community service. &nbsp;&nbsp;&nbsp;
