 Singer named chairman of sanitary authority board &nbsp;&nbsp;&nbsp; Wyoming Valley Sanitary Authority members Tuesday elected Russell Singer of &nbsp;&nbsp;&nbsp; 
 Swoyersville chairman of the board from his prior position as second
vice-chairmanSinger replaces Raymond Crisci, who resigned in Dec. 1996 after
not being re-appointed by his municipality, West Pittston Borough, said
authority member John Sulcoski. Officer positions are two-year terms. &nbsp;&nbsp;&nbsp; 
 Singer's experience as an international finance professor at King's College
attracted the board to nominate him, Sulcoski said. &nbsp;&nbsp;&nbsp; 
 Other members elected to new positions were: William Kearny of Nanticoke,
second vice-chairman (two-year term); Daniel DeRoberto of Exeter, assistant
secretary (five-year term); and Gerald Cross, assistant treasurer (five-year
term). &nbsp;&nbsp;&nbsp; 
 "I would like to thank everyone here tonight for putting faith and trust in
me as chairman," Singer said after a Tuesday night board meeting of the WVSA. &nbsp;&nbsp;&nbsp; 
 Singer said he plans to review the WVSA's pre-paid bills process over the
next two weeks before reporting the possible changes to the board. &nbsp;&nbsp;&nbsp; 
 Several members of the authority have long complained about the practice of
paying bills and then going to the board for ratification. &nbsp;&nbsp;&nbsp; 
 A motion to pay the bills was accepted, as four of the 20 members present
dissented. &nbsp;&nbsp;&nbsp; 
 "I'm opposed to cutting a check and voting on it after," said Thomas
O'Donnell. "I think it's backwards." &nbsp;&nbsp;&nbsp; 
 A second opposer agreed with O'Donnell. &nbsp;&nbsp;&nbsp; 
 "The piddling amount of money saved on earning discounts disenfranchises
board members, and it negates the checks and balances in the typical system of
American government," Sulcoski said. &nbsp;&nbsp;&nbsp;
