Your tax dollars cannot substitute for welfare parents' responsibility &nbsp;&nbsp;&nbsp; 
 Who will care for the children? &nbsp;&nbsp;&nbsp; This plaintive plea echoed again at a meeting of welfare recipients and
organizations that benefit from government welfare programs (``Welfare plan
must not neglect kids, hearing concludes,'' Jan. 22)Perhaps a novel idea might
be: The parents of the children will support them. &nbsp;&nbsp;&nbsp; 
 For until recently, parents were expected to support any offspring they
conceived. By what right does the government reach into my pocket and take my
money to support anyone, if I care not to give support? &nbsp;&nbsp;&nbsp; 
 Another thought provoked by your article was if we already pay benefits to
people in need, then why do we also support the Commission on Economic
Opportunity and other organizations who siphon money from taxpayers? &nbsp;&nbsp;&nbsp; 
 Why would an organization providing food, housing and utility assistance to
people be called the Commission on Economic Opportunity? &nbsp;&nbsp;&nbsp; 
 Perhaps their need for the poor and homeless is the greater need. &nbsp;&nbsp;&nbsp; 
 My plea is not who will care for the children, but when will we require
people to support their own children and punish negligent parents, not
helpless taxpayers? &nbsp;&nbsp;&nbsp; 
 Welfare has lasted longer than the money to pay for it. &nbsp;&nbsp;&nbsp;
