WILKES-BARRE -- Peter and Michelle Comerota wanted to build a house on a
two-acre plot in Bear Creek Township. &nbsp;&nbsp;&nbsp; 
 Rising from the land instead will be a 200-foot communications tower that
will beam emergency radio transmissions throughout Luzerne County. &nbsp;&nbsp;&nbsp; The county commissioners Wednesday morning approved a "declaration of
taking" for the property. That means the parcel will be condemned and the
Comerotas will receive fair market value. &nbsp;&nbsp;&nbsp; 
 It wasn't immediately known whether they will file an objection in the
Luzerne County Court of Common Pleas. They could not be reached for comment. &nbsp;&nbsp;&nbsp; 
 County Engineer Jim Brozena said the communications tower will serve as the
"backbone" of the 911 system. Emergency radio dispatches will emanate from a
communications tower next to the almost-finished 911 building in Hanover
Township, then travel to the Bear Creek tower. From there, dispatches will
travel to towers in Harveys Lake, Freeland and Shickshinny. &nbsp;&nbsp;&nbsp; 
 "We will have complete coverage of the entire county," he said. &nbsp;&nbsp;&nbsp; 
 Emergency Services Director Al Gervenack said the county originally planned
to rent an existing tower nearby. But, at $35,000 per year, the price was too
high. &nbsp;&nbsp;&nbsp; 
 Other communications towers, including one used by WKRZ-FM, surround the
site. The 911 system is expected to be operational by the fall. &nbsp;&nbsp;&nbsp; 
 In other business, the commissioners: &nbsp;&nbsp;&nbsp; 
 Appointed West Pittston resident Janet L. Allen as executive secretary of
the Luzerne County Tourist Promotion Agency at a salary of $17,000 per year;
Kingston resident Robert J. Lewis, clerk, Tax Claim Bureau, $40 per day;
Michael Musloski of Pittston, truck driver, Road and Bridge Department,
$15,000 per year; John F. Flannery of Wilkes-Barre, custodian, Building and
Grounds Department, $40 per day; Patrick S. Toole of Pittston, administrative
assistant, Environmental Special Projects Department, $18,500 per year; and
Edward F. O'Boyle of Plymouth, security guard, Moon Lake Park, $6.30 per hour. &nbsp;&nbsp;&nbsp; 
 Accepted resignations from Joseph Lini, a former dispatcher with the
Emergency Services Department; and Toole, who worked at the Veteran's Affairs
Department before transferring to Environmental Special Projects. &nbsp;&nbsp;&nbsp; 
 Appointed Ted Patton, vice president of Martz Trailways in Wilkes-Barre, to
a four-year term on the board of the Luzerne County Tourist Promotion Agency. &nbsp;&nbsp;&nbsp;
