Gimme' shelter from county housing authority &nbsp;&nbsp;&nbsp; 
 Federal charges that the Luzerne County Housing Authority is misspending
funds are enough to make a taxpayer hit the roof and demand a massive clean-up
of shoddy practices and free-and-easy spending in Luzerne County
governmentCounty residents still haven't absorbed the shock of a 25 percent
tax hike or allowed their anger to subside about the county's armada of
expensive 4-wheel drive vehicles equipped with car phones, or become
reconciled to the "blood-is-thicker-than-water" employment policies at the
courthouse. And now this. &nbsp;&nbsp;&nbsp; The Luzerne County Housing Authority, according to HUD, misspent $19,968
over a 28-month period on ineligible travel costs, donations to charities and
decorations and flowers. &nbsp;&nbsp;&nbsp; 
 The authority was particularly lax on travel expenses for board members on
taxpayer-funded trips to conferences in Florida and Las Vegas, paying for
hotel bills and car rental charges incurred after the conferences had ended. &nbsp;&nbsp;&nbsp; 
 In addition, the authority bought plane tickets for two board members'
spouses who accompanied them to a Las Vegas conference and waited four months
for one of the board members to reimburse the air fare. The other board member
took 10 months! &nbsp;&nbsp;&nbsp; 
 Authority Executive Director David Fagula's proposed solution to the
authority's extravagance and lax record-keeping is to pay back the
questionable expenditures with earnings from programs that were not federally
funded. And while it might get the authority off the hook with the federal
government, it won't work with county taxpayers and the poor who depend on
them for livable housing. &nbsp;&nbsp;&nbsp; 
 The largess of the authority in making donations to nonprofit institutions
like the Boy Scouts and the YMCA, in decorating their offices with flowers,
and in paying for off-the-record business lunches comes at the expense of the
authority's clients and, ultimately, the Luzerne County taxpayer. &nbsp;&nbsp;&nbsp; 
 While the federal government questions some of the authority's spending,
its audit report found in general that the authority has "effectively
administered" its programs. That's a relief. &nbsp;&nbsp;&nbsp; 
 But it shouldn't be enough for the people of Luzerne County. &nbsp;&nbsp;&nbsp;
