$104,400 spending plan gets council's approval &nbsp;&nbsp;&nbsp; 
 Council adopted a $104,400 budget for 1998 at its regular meeting Wednesday
night. &nbsp;&nbsp;&nbsp; The property tax rate of 13 mills will not change. A mill is a $1 tax on
every $1,000 of assessed property. &nbsp;&nbsp;&nbsp; 
 The largest expenditures are for police, $25,500; streets, $12,000; and
street lights, $10,000. Neighboring Laflin borough provides Yatesville with
police protection. &nbsp;&nbsp;&nbsp; 
 In other business: &nbsp;&nbsp;&nbsp; 
 Two companies are seeking to serve as the borough's engineer for 1998:
Reilly Engineers of West Pittston, which has been doing business with the
borough for the past 30 years, and Michael Pasonick Inc., Wilkes-Barre. &nbsp;&nbsp;&nbsp; 
 Council will hire one of them at next month's meeting. &nbsp;&nbsp;&nbsp; 
 Council authorized the sale of the borough's 14-year-old cinder spreader. &nbsp;&nbsp;&nbsp; 
 A reorganization meeting has been scheduled for 7 p.m. Jan. 5.- &nbsp;&nbsp;&nbsp;
