WILKES-BARRE- The city began delivering confidential surveys to all
residents this week, asking about their health concerns and what they want the
new Health Department to provide. &nbsp;&nbsp;&nbsp; 
 The city plans to use the responses to help design the Health Department.
The surveys do not ask for the respondents' names. &nbsp;&nbsp;&nbsp; The surveys are being delivered by city employees going door to door.
That's more economical than the mail, said Mayor Tom McGroarty. He did not
know how long it will take to complete the deliveries. &nbsp;&nbsp;&nbsp; 
 The survey was originally supposed to be issued in October, but was delayed
by changes in the format. &nbsp;&nbsp;&nbsp; 
 Residents with questions or who needed help completing the survey can call
the Health Department at 822-3169 from 9 a.m. to 4:30 p.m. Monday through
Friday and 6 p.m. to 10 p.m. Wednesday and Thursday. &nbsp;&nbsp;&nbsp; 
 The city began organizing its Health Department last summer after the Kirby
Memorial Health Center ended a 60-year relationship with the city. The center
received some city money to serve as the Health Department but clashed with
McGroarty about budgets and overdue restaurant inspections. &nbsp;&nbsp;&nbsp;
