KINGSTON- Monday night was the beginning of a new era in Kingston with a
new mayor being sworn in and a parking lot dispute finally being resolved. &nbsp;&nbsp;&nbsp; 
 Residents crammed inside the small meeting room to witness the change. &nbsp;&nbsp;&nbsp; James J. Haggerty, 31, was sworn in as mayor shortly after 7 p.m. by
District Justice Paul Roberts. &nbsp;&nbsp;&nbsp; 
 Moments earlier, Roberts swore in council incumbents Marvin Rappaport and
Thomas Benesky and newcomers John R. Sopp and Robert Thompson Jr. Luzerne
County Judge Bernard Podcasy swore in first-term councilman Stephen K.
Urbanski. &nbsp;&nbsp;&nbsp; 
 Sopp was voted council president and Rappaport was voted vice president. &nbsp;&nbsp;&nbsp; 
 Harry P. Mattern was unanimously appointed solicitor. &nbsp;&nbsp;&nbsp; 
 In other business, council unanimously approved the sale of a parcel of
land located at Ridge Avenue and East Hoyt Street to Kingston Dodge Inc., also
known as Pompey Dodge. &nbsp;&nbsp;&nbsp; 
 The property, currently a municipal parking lot, will be sold to Pompey
Dodge for $225,000- $39,000 above its appraised value and $4,000 more than the
next highest bid. &nbsp;&nbsp;&nbsp; 
 Under the terms of the sales agreement, Pompey Dodge will attach the lot to
its other property and has sworn that the company has not discussed selling
the land in the last 12 months. &nbsp;&nbsp;&nbsp; 
 Auto dealer Charles W. Pompey had accused political leaders of "dragging
their feet" on his bid to buy the land. The family dealership has been a local
mainstay for 30 years. &nbsp;&nbsp;&nbsp; 
 The GOP-controlled council said they wanted Pompey to guarantee in writing
that he will not move from the lot for an unspecified number of years. &nbsp;&nbsp;&nbsp; 
 Pompey's Kingston lots put an estimated $60,000 a year into town coffers
through earned income, mercantile, occupational and business privilege taxes,
