Coalition lauds state on program designed to combat underage drinking &nbsp;&nbsp;&nbsp; 
 On behalf of the Pennsylvanians Against Underage Drinking Coalition, I
commend the Pennsylvania Liquor Control Board and the Pennsylvania Department
of &nbsp;&nbsp;&nbsp; Transportation for developing and implementing the ``Cops in Shops''
programThis program places undercover police officers in participating bars
and beer distributors to apprehend minors who attempt to purchase alcohol and
to apprehend adults who purchase alcohol for minors. To serve as a deterrent,
posters are placed in a highly visible area warning minors that police may be
posing as employees. &nbsp;&nbsp;&nbsp; 
 We believe this program will serve as an effective deterrent to minors who
attempt to purchase alcohol. The desired outcomes are to reduce underage
drinking and to reduce the number of youth involved in high-risk activities,
such as drinking and driving and binge drinking. In addition, the
irresponsible adult who supplies alcohol to our youth cannot be overlooked.
Law enforcement officers will also patrol the parking lots to apprehend adults
who have purchased alcohol for minors. &nbsp;&nbsp;&nbsp; 
 A similar program was piloted in Portland, Maine. A majority of
participating retailers believed the "Cops in Shops" program was effective in
deterring minors from pu
