 I'm writing this letter in the hopes that it will alarm every parent with
school-aged children. There's a problem that exists in every school in every
district that affects every child. It is not drugs, racism, alcohol or
weaponsNo, the problem is the non-use of seat belts and bumper bars on school
buses. &nbsp;&nbsp;&nbsp; The use of seat belts and its benefits are obvious. Bumper bars prevent
children from being run over by the bus. The bumper bar swings out when the
bus is discharging children to prevent them from entering into a blind area
and to keep them well in front of the bus and in full view of the driver. &nbsp;&nbsp;&nbsp; 
 The state has laws concerning seat-belt use for motorists, but fails to
compel bus companies to follow the
