 Council gives early OK to crackdown on builders &nbsp;&nbsp;&nbsp; Borough Council on Tuesday night tentatively agreed to create an appeals
board for residents who have problems with building contractorsThe five-member
board will hear complaints from people who have been unable to resolve
problems with their contractors, said Councilman George Andrews. &nbsp;&nbsp;&nbsp; 
 Residents may request a hearing before the board, which will consider
disciplinary action based on the number and severity of complaints, Andrews
said. &nbsp;&nbsp;&nbsp; 
 Because contractors must obtain licenses before doing any work in the
borough, the appeals board will have the authority to suspend or revoke a
contractor's license if necessary, he added. &nbsp;&nbsp;&nbsp; 
 Council will vote on the second reading of the ordinance at its February
meeting. &nbsp;&nbsp;&nbsp; 
 In other business, council voted 5-2 to pay Pasonick Engineering as much as
$5,000 for design work on the Baird S
