Speed doesn't kill Pa. motorists, unenlightened laws and bad roads do &nbsp;&nbsp;&nbsp; 
 As many of you are already aware, the state police recently purchased 534
new radar guns to complement the units they already have. If you think this is
a good idea, read furtherStatistics were used in The Times Leader article
(Dec. 30) which stated, "according to NHTSA, speed was a factor last year in
31 percent of all fatal crashes nationwide." Unless I'm wrong, I believe the
National Highway Traffic Safety Administration definition here involves at
least one vehicle travelling over a speed limit- not speed itself causing an
accident. That means virtually nothing since most Pennsylvania speed limits do
not approach reality. &nbsp;&nbsp;&nbsp; Speed limits must be set according to the speeds people choose to drive. By
allowing people to drive at speeds they like, drivers are comfortable and
calm. By trying to force lower speeds drivers get agitated at slow drivers and
tailgate. This is a dangerous mix. Slow and normal drivers on the same road
don't have a nice relationship. &nbsp;&nbsp;&nbsp; 
 Every time I see a speed trap, the same thing happens: the brake lights
flash. How safe is that? &nbsp;&nbsp;&nbsp; 
 Sudden reductions in speed are quite dangerous. Education is vital here.
Learn about speeding equipment and go to court if you are cited. &nbsp;&nbsp;&nbsp; 
 The information is there, use it. &nbsp;&nbsp;&nbsp; 
 According to the numbers I've seen, deaths decline with realistic speed
limits. The numbers you want to see are deaths per mile driven in the chosen
area. A comparison from year to year is no good, since every year there are
more cars and miles driven. &nbsp;&nbsp;&nbsp; 
 What we need to do is improve road quality and maintain bridges.
Pennsylvania is known for poor roads. They hurt business and can cause
problems. &nbsp;&nbsp;&nbsp; 
 Did you ever swerve into the wrong lane to miss a pothole? &nbsp;&nbsp;&nbsp; 
 Also how about expanding existing roads to alleviate congestion? &nbsp;&nbsp;&nbsp; 
 And I see a lot of very slow drivers obstructing traffic and refusing to be
courteous to others. Many construction zones and delivery trucks block roads
with no warning and either no flag men or poorly equipped ones are present. &nbsp;&nbsp;&nbsp; 
 These are all real problems and solutions. &nbsp;&nbsp;&nbsp; 
 More radar might make the roads worse. At the very least, officers who
should be on patrol are sitting on busy highways. This takes protection away
from the rural areas with no police forces. Patrols deter criminals; with less
patrols, crime will shoot up. &nbsp;&nbsp;&nbsp;
