heightened the quality of communal life at the complex and provided
opportunities for the low-income and elderly tenants to earn a little money
and self-respect. &nbsp;&nbsp;&nbsp; 
 Wouldn't Hazleton and the surrounding towns and villages be great,
welcoming, self-sufficient places if every neighborhood had its own Charles
Gennaro? &nbsp;&nbsp;&nbsp; 
 The coin-operated laundry and food vending machines at Vine Manor have
become a council-run "micro-business" with the vending company paying the
council a commission that goes a little way in paying for social events and
needs at the complex and a long way in affording tenants' a sense of
empowerment and self-reliance. The council-sponsored bake sales and other
fund-raisers add not only to the council's coffers, but to a sense of tenant
involvement. &nbsp;&nbsp;&nbsp; 
 And with the possible acquisition of a neighboring property on Mine Street
by the Hazleton Housing Authority, Gennaro is already dreaming about
establishing a store or a service-related business run by the complex's
tenants. &nbsp;&nbsp;&nbsp;
