W-B Twp. final budget reading set for Dec. 16 &nbsp;&nbsp;&nbsp; 
 Many township citizens attended the recent public hearing held on the
proposed budget for next year. The only citizen to question Mayor Robert
Delescavage on his proposal was John Grencavage who wanted to know if the
township will end up with a $150,000 cash balance at the beginning of the year
as stated in the budget. &nbsp;&nbsp;&nbsp; Delescavage explained that this is the amount the township hopes to have at
the beginning of the year, adding that there will be last-minute bills that
must be paid after the cut-off date for Council's final meeting for the year. &nbsp;&nbsp;&nbsp; 
 Grencavage also questioned the $1,000 across-the-board salary increase for
administrative staff members. Delescavage said it was time the township
increase their pay to a respectable salary. Public works and police department
raises are in accordance with their union contracts. &nbsp;&nbsp;&nbsp; 
 Grencavage suggested the mayor and council members look into increasing
their salaries since they have remained the same for years (since 1976). The
mayor receives $3,600 a year and council members receive $1,200. &nbsp;&nbsp;&nbsp; 
 Grencavage was informed that they cannot vote to raise their own salary
while they are serving out their terms. If they would decide to increase their
yearly salary, it would have to be after their terms run out. &nbsp;&nbsp;&nbsp; 
 Councilman Michael Sromovski stated that he would like to see the pile of
salt removed from the municipal building area as it detracts from the
building. He recommended that the township build a salt shed. &nbsp;&nbsp;&nbsp; 
 Delescavage asked council to consider his recommendation for a lateral move
and transfer for John Paul Yuknavich, a public works employee, to a position
as janitor/driver for both the public works and volunteer fire departments.
Delescavage said the worst time to get manpower for fire protection is morning
to early afternoon and suggested Yuknavich report first to the public works
department. If not needed for any duties, he would then go over to the fire
department for the remainder of the day. Delescavage asked council to draw up
a job description for this position. There will be no change in salary for
this double duty which Yuknavage will start in January. &nbsp;&nbsp;&nbsp; 
 Councilman Gary Polakoski recommended council consider appointing a
part-time sewage enforcement officer to keep track of all new businesses
anticipated in the township. Polakoski recommended present permit officer,
John Sedeski, for the position. Polakoski feels the township would also have a
better check and balance on new sewer hookups and to go after delinquent
accounts with the new position. Sedeski's salary would be based on a
percentage rate of all the collections. &nbsp;&nbsp;&nbsp; 
 Darryl Pawlush, consulting township engineer, agreed the position should be
handled by a township resident who can look into whether everyone is billed
properly. &nbsp;&nbsp;&nbsp; 
 The second reading and public hearing of the proposed budget was approved
by council. All voted in favor, except for Frank Tarnalicki who was out of
town. &nbsp;&nbsp;&nbsp; 
 The budget is expected to be passed at the final reading at 6:30 p.m. Dec.
16. &nbsp;&nbsp;&nbsp; 
 Following the public hearing, a special meeting was held on the first
reading of ordinances awarding the contract for a new truck for the public
works department to Bradco Supply Co., and awarding the bid for de-icing salt
to Cargill Co. The public hearing on both ordinances will be held at a special
meeting Dec. 16 following the final reading of the budget. &nbsp;&nbsp;&nbsp; 
 At the work session, Spruce Street resident David Jones requested that
council look into demolishing a dilapidated house near his residence as it is
a hazard and an eyesore. &nbsp;&nbsp;&nbsp; 
 Council President Carl Kuren said the township retains a list of all
dilapidated homes and that they will add his request to the list. The township
demolishes these buildings as funds become available. &nbsp;&nbsp;&nbsp; 
 Eugene Shinal, Jean Street, said he was at the Wilkes-Barre Township
Settlement Camp recently and could not gain entrance to the camp because a
property owner on the dirt road blocked access to the camp. He stated that he
called the state police for assistance and was told that the problem should be
worked out between the property owner and the township. &nbsp;&nbsp;&nbsp; 
 Solicitor Bruce Phillips stated that the township cannot be refused ingress
or egress to the camp and that legal action, if necessary, to stop the
property owner from blocking the entrance will be taken. &nbsp;&nbsp;&nbsp; 
 Grencavage, a former director of the camp, said that, according to the camp
deed, the road belongs to the township. &nbsp;&nbsp;&nbsp; 
 Resident Michael Zedolik asked council to take legal action regarding a
proposed road that, according to a map, is located at the end of Spruce
Street. He stated that he had purchased a lot on either side of the paper road
and would like to construct a house utilizing the area of the paper road.
Since the paper road never actually became a road, he asked council to take
whatever legal steps need to be taken so that he could go ahead with his
building plans. &nbsp;&nbsp;&nbsp; 
 Phillips said the township would have to advertise and inform the residents
in the area of the vacating of the paper road and that a public hearing would
also have to be held. Phillips also stated that since the road has not been in
use for more than 20 years, nor has there been any intent to use the road by
the township, the road does not exist. &nbsp;&nbsp;&nbsp; 
 Pawlush told council members and Warsaw residents that due to the fact that
the sewer contractor, O'Hara Construction Co., has been called unexpectedly to
another job, that O'Hara will definitely begin the Warsaw sewer project either
by late December or early January. Looks like Christmas &nbsp;&nbsp;&nbsp; 
 Isn't the Christmas season a beautiful time of year to see all the colorful
lights adorning houses and illuminated decorations everywhere you go? It is a
wonderful sight to travel at night to see all the homes so beautifully
decorated. Some people really go all the way out in Christmas decorating. Many
manpower hours are put in decorating their houses and yards for the Christmas
season. It sure gets everyone in the holiday spirit! &nbsp;&nbsp;&nbsp; 
 The Wilkes-Barre Township Lions Club will hold its Christmas party at 6:30
p.m. Dec. 10 in the fire hall. Lions Betty Duda and Dorothy Faymore are
co-chairwomen. President Judy Brozowski asks that all members, their spouses,
or guests attend the Christmas party. &nbsp;&nbsp;&nbsp; 
 Farewell to mayor &nbsp;&nbsp;&nbsp; 
 The deadline for tickets for Mayor Robert Delescavage's farewell party is
Dec. 10. Tickets can be obtained in the offices of the administrative
secretary and tax collector from 8 a.m. to 4 p.m. The outgoing mayor will be
honored by fellow township officials and residents on Saturday, Dec. 18, from
6 p.m. to midnight, at the fire hall. Delescavage has been the only mayor to
serve three consecutive terms. A buffet dinner will be served. Cost is $15 per
person. &nbsp;&nbsp;&nbsp; 
 Meetings, events &nbsp;&nbsp;&nbsp; 
 The Georgetown Friars will meet at 1:30 p.m. Sunday at the fire hall.
Robert Flynn will preside. All members are asked to attend. &nbsp;&nbsp;&nbsp; 
 Wilkes-Barre Township High School Class of 1951 recently met for a luncheon
at the Woodlands. Members of the class who attended were Rita Kinsel Kearney,
Alma Minnick Mattias, Dolores Sudnak Sciandra, Romayne Shubilla Weiss, Joseph
Antellocy and Leonard Witkowski, of Edison, N.J. &nbsp;&nbsp;&nbsp; 
 The next meeting is scheduled for Feb. 5 with a dinner get-together at the
Woodlands at 6:30 p.m. Birthday wishes &nbsp;&nbsp;&nbsp; 
 A happy birthday wish goes especially to township's computer whiz, Dottie
Sobieski, of Lehigh Street on reaching her 21st birthday. Best wishes are sent
from her mother, brothers, grandmother, friends and also her co-workers at
Sallie Mae. She will be celebrating her birthday with family and friends at
Norm's. (Dottie: It seems like forever waiting for your 21 st birthday to
arrive, but you will find out how fast the other birthdays from now on crop up
on you.) &nbsp;&nbsp;&nbsp; 
 Helpful Hints &nbsp;&nbsp;&nbsp; 
 1. If your plastic wrap has lost its cling, try moistening the rim of your
bowl or container, and your plastic wrap will stick. &nbsp;&nbsp;&nbsp; 
 2. When washing plastic shower curtains or tablecloths, put a cup of
vinegar in the last rinse water. The plastic will dry soft and pliable and
look just like new. &nbsp;&nbsp;&nbsp; 
 3. Scratched mahogany woodwork can be repaired by painting the scratches
with iodine. After the iodine has been applied, go over the entire surface
with furniture polish and you will not notice any scars. &nbsp;&nbsp;&nbsp;
