 Garbage stickers &nbsp;&nbsp;&nbsp; to be enforced &nbsp;&nbsp;&nbsp;

 Council members plan to force borough residents who do not have a garbage
permit to buy one. &nbsp;&nbsp;&nbsp; 
 Councilman Stephen Nalewajko said the borough over the next two weeks will
seek out the 208 residents who do not have a 2001 garbage sticker on their
residence. Nalewajko said the borough will tag the refuse in front of those
residences with stickers. He said these stickers will alert borough garbage
hauler, Apex Waste Service Inc., not to pick up the garbage. &nbsp;&nbsp;&nbsp; 
 Nalewajko conceded that not all of the 208 names on his list will be
penalized, because some may own businesses with Dumpsters in the borough. He
said those property owners may continue to utilize their Dumpsters for
personal waste disposal. &nbsp;&nbsp;&nbsp; 
 In addition, Nalewajko said some residents will be fined for littering if
their refuse is on borough property. Solicitor Mark Bufalino said the
borough's littering fine can be as high as $300. &nbsp;&nbsp;&nbsp; 
 Councilman Joe Scrobola said the borough passed an ordinance late last year
that will mandate property owners to buy a garbage permit in 2002. Business
owners who can prove they have a private hauler will be exempt from the
permit. &nbsp;&nbsp;&nbsp; 
 In other business, council approved the purchase of a dump truck from
Gibbons Ford, Clarks Summit, for $38,340. Scrobola said 20 percent of the
borough's liquid fuel fund, or roughly $10,000, plus $8,000 of borough tax
revenue, will provide the $18,000 down payment. He also said the remaining
$20,340 will be financed through PNC bank at 4.69 percent annually. Scrobola
said the interest rate will cost taxpayers $2,600. &nbsp;&nbsp;&nbsp; 
 Councilwoman Karen Pokorny said Gibbons Ford was the lowest of seven
qualifying bids received by the borough, which ranged from $38,000 to $48,000. &nbsp;&nbsp;&nbsp;
