Man cited for harassment for allegedly calling a woman 31 times

<p>WILKES-BARRE &#8212; Jose Luis Sanchez, 34, of Plymouth, was charged with possession a synthetic substance and public intoxication after police found him allegedly unresponsive in public.</p><p>Police say they found Sanchez unresponsive on the sidewalk on South Franklin Street. Once police got him to wake up, they say he was &#8220;highly impaired that he was a danger to himself.&#8221; Police also say that Sanchez was in possession of &#8220;spice&#8221;, a term used for synthetic marijuana.</p><p>Charges have been filed in District Court 11-1-02.</p><style>
