The following are recent Luzerne County restaurant inspection reports from the Pennsylvania Department of Agriculture.According to the agency: &#8220;any inspection is a &#8216;snapshot&#8217; of the day and time of the inspection. An inspection conducted on any given day may not be representative of the overall, long-term cleanliness of an establishment. Violation: Food facility does not have available sanitizer test strips or test kit to determine appropriate sanitizer concentration.Morris Family Restaurant, 72 Poplar St., Route 11, West Nanticoke, Nov. 3. Follow-up inspection; in compliance. Violations: Certificate expired in August 2014. Owner will need to renew or post valid certificate for an employee. Toilet rooms do not have a self-closing door.Antonio&#8217;s Pizza, 30 Narrows Shopping Center, Edwardsville, Nov. 3. Regular inspection; in compliance. Violations: Observed raw eggs and chicken stored above ready-to-eat food (cheese) in walk-in cooler. This was corrected during this inspection. Observed containerized food stored directly on the floor in walk-in cooler, rather than 6 inches off the floor as required. This was corrected during this inspection. The hand-wash sink located in the service counter area does not have water at a temperature of at least 100&#176;F. The person in charge stated that the hot water pipe sprung a leak this a.m. and the hot water line was turned off under the sink. The facility has temporarily designated one bay of the thre-compartment sink as a hand-wash sink. The facility will have the hand sink repaired by Nov. 9. Observed approximately 10 floor tiles in the back kitchen area that are cracked or broken and are not easily cleanable.Dollar Express, 274 West Side Mall, Edwardsville, Nov. 3. Violations: Three severely dented canned items (peaches, pineapple, refried beans) observed in dry storage area and intended for use in the food facility. Person in charge removed canned items to be discarded. Observed a food ingredient storage container in the dry storage area not labeled with the common name of the food. PIC labeled container. Regular inspection; in compliance. Violations: Loose rubber door gaskets observed on the chest freezer in back storage area. Interior surface of frozen drink machines observed with a build up of mold-like residue and was not clean to sight and touch. Person in charge shut machines off during inspection. Machines will be cleaned and sanitized prior to use. Date sticker material and adhesive residuals observed on exterior surfaces of food pans. PIC removed stickers and residue during inspection. Observed a buildup of dust on fan guards in the walk-in cooler. Observed soda gun holsters in the bar area with an accumulation of old syrup residue. PIC cleaned holsters. Observed clean food equipment stored wet in a manner that does not allow for draining and/or air drying (wet nesting). No paper towels available at the hand-wash sink in the Vodka bar area. Violations: The person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Facility does not have a food employee certification for manager/owner/staff person. Moldy tomatoes observed in deli case. Two deli cases in use for holding time/temperature controlled-for-safety foods are in the ambient temperature range between 46&#176;F to 57&#176;F. Assorted salamis, cheeses, fresh peeled garlic, hot dogs and fish are in the temperature range between 46&#176;, 51&#176; and 56&#176;F for an undetermined amount of time. All products were voluntarily disposed due to time/temperature abuse. Rope pork sausage being held at room temperature for up to five days with 63&#176; to 68&#176;F product temperature. Deli cases have ice buildup on refrigeration unit condensers, resulting in elevated temperatures. Observed deeply scored plastic and wooden cutting boards not resurfaced or discarded as required. No sanitizing of food equipment occurs, only washed and rinsed at ware-wash sink. 1-foot-in-diameter hole in ceiling in deli area, ceiling material is falling down. Ceiling tiles missing from store ceiling above retail areas. Paper towel dispenser empty at the hand-wash sink in the deli and restroom areas. Soap was not available at the hand-wash sink in the deli area. Back room of store is cluttered with unused equipment, boxes, shelving, etc.El Patio, 550 Alter St., Hazleton, Nov. 4. Regular inspection; out of compliance. Violations: The person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Moldy fruit found in bottom drawer of kitchen refrigerator. Frozen sausage in the kitchen chest freezer stored open with no covering. Two whole roast chickens were held at 84&#176;F, in the hot hold cabinet, rather than 135&#176;F or above as required. Chicken leg quarters was held at 53&#176;F in the reach-in refrigerator in side room, rather than 41&#176;F or below as required. No consumer advisory on menu for fried eggs served under-cooked. Temperature measuring device for ensuring proper temperature of equipment is not available or readily accessible in refrigeration equipment. Three-compartment sink was being used properly to allow wash, rinse and sanitizing of food equipment, wash and rinse only occurring. Small wooden cutting board in kitchen is heavily scored, scratched and not easily cleanable. Sanitizing of washed equipment was occurring in the ware-wash sink. Interior surfaces of reach-in kitchen refrigerator has buildup of old food residues, grease on storage shelves. Non-food contact surfaces of kitchen tables, shelves not cleaned at a frequency to preclude accumulation of dirt and soil. The food facility does not have a hand-wash sink located in the front store food service area. Paper towel dispenser empty at the hand-wash sink in the kitchen area. Floor area of kitchen is extremely dirty, dusty and in need of cleaning.
