Wilkes-Barre police charge three with public drunkenness

<p>Some scattered congestion could add some time onto the commute to work and school this morning.</p><p>Free-flowing traffic is reported on Interstates 81 and 476. Scattered areas of traffic congestion are reported on Route 315, along with some heavy congestion near the Woodlands Inn. Route 115 is reporting scattered minor congestion in the area of East Mountain Boulevard.</p><p>The North Cross Valley Expressway is free of traffic congestion, but some could be encountered on the off-ramps.</p><p>Downtown, various streets are reporting scattered area of minor and heavy traffic congestion. Affected areas include:</p><p>&#8226; Wilkes-Barre / South Wilkes-Barre boulevards</p><p>&#8226; East Northampton Street</p><p>&#8226; Hazle Street</p><p>&#8226; Academy Street</p><p>&#8226; North / South Main streets</p><p>&#8226; East Market Street</p><p>&#8226; South Franklin Street</p><p>&#8226; West North Street</p><p>&#8226; North / South River streets</p><p>In Kingston, minor traffic congestion is reported on Northampton Street.
