Lawmakers brace for another round of battles of Pennsylvania budget

<p>WILKES-BARRE &#8212; A man faces a possession charge after police say he was caught smoking a cigar that contained marijuana in a city park Sunday.</p><p>According to a police report:</p><p>Wilkes-Barre Police Officer Ronald Knorr encountered two males in Charles Street Park at 5:40 p.m. Knorr could smell marijuana as he approached the men. Josant Hernandez of Sambourne Street in Wilkes-Barre, formerly of New York, admitted the cigar he was holding contained marijuana. Hernandez also had more of the drug in his pocket.</p><p>Charges were filed.</p><style>
