<p>WILKES-BARRE &#8212; A witness to a brutal beating last year outside a Turkey Hill told police he heard two loud thumps before seeing his brother looming over a beaten, bloodied man.</p><p>According to an affidavit, Christopher Tracy told state police in Hazleton he witnessed his brother, 33-year-old Timothy Michael Oakes, engage in a heated confrontation with the victim, Thomas W. Paisley. Tracy told police that, after hearing the noises, he saw his brother standing over Paisley, who was bleeding from his eye, nose, ears and head.</p><p>Oakes, of 408 W. 3rd St. in Nescopeck, on Monday pleaded guilty in Luzerne County Court to disorderly conduct and making terroristic threats. A felony assault charge was amended to a lesser charge and a misdemeanor simple assault charge was withdrawn, according to court documents.</p><p>Paisley later gave state police a statement, alleging Oakes was brake checking him on State Route 940. Someone from the vehicle then threw something at Paisley&#8217;s 2010 Toyota Corolla. Paisley pulled over into the gas station to assess the damage when Oakes and his girlfriend, Amanda Sheehan, followed him into the location and argued with him.</p><p>Paisley told police he couldn&#8217;t remember what happened next.</p><p>Tracy, who ran over in an attempt to restrain his brother, told investigators Oakes appeared as if he wanted to &#8220;swing at him,&#8221; too but held back once he realized who he was. Oakes allegedly told Tracy, &#8220;You&#8217;re lucky it was you because I was going to knock you out, too.&#8221; Tracy then told Oakes to leave before the police arrived, the affidavit says.</p><p>Police said Paisley, surrounded by two large pools of blood, appeared disoriented when a state trooper later arrived on the scene, asking the officer, &#8220;Where am I?&#8221;</p><p>Paisley suffered a nasal bone and septum fractures, a sinus fracture and subdural hematoma. Oakes was ordered to pay all medical costs suffered in the attack.</p><p>Oakes is currently being held at the State Correctional Institution at Coal Township.</p><style>
