Average gas prices drop by a penny overnight

Asia stocks down for 3rd day, Japan drops 3.8 percent

<p>Commuters could encounter some areas of minor and heavy traffic congestion on the way into work and school this morning.</p><p>Heavy traffic is reported on Interstate 81 northbound near Rice Township, while scattered areas of minor congestion are reported on Interstate 476.</p><p>Scattered areas of minor traffic congestion are reported on Route 315, while heavy congestion is reported on Route 115 near East Mountain Boulevard.</p><p>The North Cross Valley Expressway is free of traffic congestion, but some could be encountered on the off-ramps.</p><p>Near the Wyoming Valley Mall, scattered areas of heavy traffic congestion are reported on Mundy Street.</p><p>Downtown, Wilkes-Barre Boulevard and South Wilkes-Barre Boulevard are each reporting scattered areas of minor and heavy traffic congestion. Scattered minor congestion is reported on Hazle Street, North and South Pennsylvania avenues and East Northampton Street.</p><p>North and South River streets are reporting scattered areas of minor and heavy congestion.</p><p>In Kingston, Market Street and Wyoming Avenue are each reporting scattered areas of minor congestion, but some isolated areas of heavy congestion are also reported.</p><p>For up-to-date traffic information, including traffic cams, visit the Times Leader&#8217;s <a href="https://www.timesleader.com/traffic" target="_blank">traffic page</a>.</p><style>
