<p>WILKES-BARRE &#8212; A city man was cited Friday around 11 a.m. for theft of recyclable material on East Main Street.</p><p>Police identified the suspect as Ronald Skiro; 61 of Wilkes-Barre.</p><p>According to police, officers on patrol observed Skiro rummaging through neighborhood recycling barrels removing metal/aluminum material.</p><p>Skiro was cited for violating W-B Code Sec 12-63 &#8212; vesting of ownership, unauthorized collection prohibited. The citation filed with District Court 11-1-02.</p><style>
