City man cited for theft of recyclable materials

<p>WILKES-BARRE &#8212; Charges have been filed against a woman who police say took a vehicle without authorization Friday around 1 p.m on North Wilkes-Barre Boulevard.</p><p>According to police, charged with the theft was Phaedra Gail Chmil, 34 of Scranton.</p><p>Police said a complainant reported unknown suspect(s) took her vehicle without permission and/or authorization. A witness identified Chmil as the suspect who removed the victim&#8217;s vehicle keys from her coat pocket then stole the vehicle.</p><p>A few hours later, Chmil was found in the vehicle and taken into custody. The stolen vehicle was towed from the scene and charges filed with District Court 11-1-02.</p><style>
