Charges pending against man police say drove vehicle into utility pole

<p>WILKES-BARRE &#8212; A man was cited after police observed him trying to restrain a woman at North Main and Bennett streets Sunday around 1:40 a.m.</p><p>According to police, Yiear West, 28 of Wilkes-Barre, was observed attempting to restrain a female that was trying to break free from his grasp. The officer intervened and West began acting disorderly and was placed into custody, police said. A citation of disorderly conduct was issued.</p><style>
