<p>WILKES-BARRE &#8212; Police Saturday said they found four bags of heroin on Ryan Vanchure, 26, of Plains Township after stopping his vehicle for committing a traffic violation around 12:50 a.m. on North Pennsylvania Avenue. Vanchure was taken to police headquarters and charges were filed, police said.</p><style>
