<p>WILKES-BARRE &#8212; Police said Phillip Reilly, 30, of Wilkes-Barre was taken into custody after a woman alleged he strangled her until she nearly passed out at a residence on Moyallen Street around 3:20 a.m. Friday. Police said Reilly was taken to the Luzerne County Correctional Facility.</p><style>
