HANOVER TWP. &#8212; Police charged a woman with public drunkenness and disorderly conduct after a disturbance on Boland Avenue and Luzerne Street.According to police, Heather Vest, 29, was seen yelling in the street and urinating in a Boland Avenue driveway. Vest continued her disruptive behavior on Luzerne Street, police siad.Upon arrival, officers deemed Vest to be highly intoxicated and placed her under arrest, police said.
