<p>WILKES-BARRE &#8212; Police arrested a man for public drunkenness after he refused to leave Lincoln Plaza early Tuesday morning.</p><p>At approximately 1:08 a.m., police said Charles Warman, 47, refused to leave the location when told he was not welcome. Officers deemed Warman to be highly intoxicated, arrested him and held him until sober.</p><style>
