Police: Man cited for public drunkenness after attempting to get into a car that was not his own

<p>The National Weather Service in Binghamton has issued a flash flood for portions of Northeast Pennsylvania for Bradford, Lackawanna, Luzerne norther Pike, Southern Wayne, Susquehanna and Wyoming counties.</p><p>In Luzerne County Wilkes-Barre, Pittston, West Wyoming, Exeter, West Pittston and Wyoming are anticipated to be affected.</p><p>According to the National Weather Service, the warning will extend from midnight on Saturday through Sunday morning. </p><p>Flash flooding, they said, is a result of heavy showers and thunderstorms that moved across the area on Saturday, with heavy rain expected to move into the region overnight through Sunday morning.</p><p>River flooding is not expected. </p><style>
