Police: Two men cited after dispute over grass clippings becomes physical

One man cited, one sent to hospital after fight

<p>WILKES-BARRE &#8212; Police arrested a city woman on drug charges on North Washington Street Monday night.</p><p>At 4:09 p.m., police said a stolen bicycle was located near the intersection of North Washington Street and East Jackson Street. During the course of the investigation, police said officers observed Colleen Kluchinski, 54, to be visibly under the influence of a controlled substance.</p><p>The officers arrested Kluchinski and a search of her person revealed crack cocaine and/or heroin along with drug paraphernalia, according to police.</p><style>
