<p>Borough officials in Ashley, Kingston and Plymouth announced state of emergencies has been declared within the boroughs until further notice.</p><p>City officials in Nanticoke also announced a state of emergency.</p><p>All vehicles are to remain off roads except for emergency personnel. Special exceptions in Plymouth include the street department, nurses, state guards, prison guards, police personnel, and fire department personnel.</p><p>Any vehicles seen driving the roads in Plymouth will be cited.</p><p>Ashley Police Department urged residents to utilize off-street parking so the street department could clear the roads. The department will announce on Facebook when the ban is lifted.</p><p>Kingston&#8217;s state of emergency was announced on the Kingston Municipal Police Department&#8217;s Facebook page. All non-emergency vehicles are urged to stay off the streets.</p><p>Nanticoke mayor Richard Wiaterowski announced the state of emergency at 11:30 a.m. A travel ban is in effect except for emergency personnel.</p><p>All Nanticoke residents are advised to stay off the roads until further notice.</p><p><ins>For more storm-related stories, please click <a href="https://www.timesleader.com/tag/stella" target="_blank">here</a>.</ins></p><style>
