Their view: No follow-through on Trump’s opioid ‘emergency’

<p>WILKES-BARRE &#8212; City police arrested a man they allege gave alcohol to a teenage girl and took provocative pictures of the teen laying across his lap.</p><p>The alleged pictures were discovered on the girl&#8217;s cellphone by her mother in July.</p><p>Todd A. Williams, 30, of 78 Carlisle St., Wilkes-Barre, was charged with three counts of sexual abuse of children by filming a child sex act, two counts each of indecent assault and corruption of minors and a single count of furnishing liquor to a minor. He was released on $10,000 unsecured bail.</p><p>According to the criminal complaint:</p><p>The girl&#8217;s mother, who resides outside the area, told city police she discovered pictures of her 15-year-old daughter wearing only a thong and laying across Williams&#8217; lap. The pictures showed Williams had his hand on the girls buttocks.</p><p>When the mother confronted her daughter, the girl told her it was &#8220;exactly what it looks like.&#8221; She claimed Williams also gave her alcohol on multiple occasions.</p><p>The girl knew Williams, who resided next to her father&#8217;s ex-wife on Roosevelt Terrace. When she visited her father, she stayed with his ex-wife and Williams would often visit.</p><p>During an interview with a therapist at the Luzerne County Children&#8217;s Advocacy Center, the girl claimed she watched movies with Williams who supplied her with alcohol. She stated Williams took pictures of her being drunk.</p><p>The girl stated on more than one occasion, Williams asked her to undress and lay across his lap with her buttocks exposed. She stated Williams used her cellphone to take multiple pictures of his hand on her buttocks, according to the complaint.</p><style>
